As specified in the Riga Historic Centre and its Protection Zone spatial plan, the property is located in a Mixed Development Area (J), which allows for free-standing buildings with a maximum height up to nine floors.
In addition, specific conditions applicable to the Daugava River islands must be observed:
•Pedestrian bridges across the Zunda Canal are permitted as part of a continuous and interconnected public open space network. These bridges must be designed to ensure they do not obstruct water traffic.

•A turnaround area and parking spaces for vehicles must be provided at the northern end of Matrožu Street.
•In the area marked (6**), a locally significant urban accent of up to nine storeys may be developed, provided it is the result of an open architectural competition and is justified in terms of architectural quality and skyline composition.
The plot is currently occupied by two buildings:
– a single-storey wooden house with an area of 118.6 sqm
– a single-storey wooden house with an area of 37.2 sqm
Both structures are in poor condition and subject for demolition.
